How to Complete Operator Services?

Follow subscription identity verification, e-signature and contract approval for mobile operators and internet service providers—with screenshots from registration to face recognition.

Step 1 · Home Screen

Registration

  • Foreigners arriving in our country for the first time can create a user profile by using the «Register» option on the home screen of the GöçBil Mobile Application.
  • In the first stage of registration, the user enters the relevant information into the system.
  • Required fields are marked in red, and the user may, if desired, use the «Scan ID / Passport» feature to have the information filled in automatically.
  • After all information has been entered completely and correctly, a user account is created by pressing the «Register» button.
  • Following successful registration, the user can access the GöçBil Mobile Application via the «Sign In» option.

Sign-In Procedures

  • Sign In: Foreigners arriving in our country for the first time can sign in to the GöçBil Mobile Application via the «Sign In» button after creating a user profile through the «Register» option.
  • Sign In via e-Devlet: Foreigners with legal stay in Türkiye can sign in to the GöçBil Mobile Application by verifying their identity through e-Devlet.

Operator Services

Purpose

It ensures that application approval processes for telecom subscription procedures are carried out securely and effectively through the GöçBil Mobile Application.

  • After the foreign national enters the GöçBil application;
  • They press the Operator Services button.

Step 4 · Operator Services

Operator and Service Selection

  • The E-Registration Application Approval System ensures the secure verification and approval of applications related to subscription contracts, number portability, internet service provider (ISP) changes, or SIM card changes carried out in the electronic communications sector.
  • After selecting the transaction type and service provider, users can view application information and complete approval procedures quickly and securely within the scope of identity verification.

Step 5 · Subscriber Information Verification

Purpose

It is the verification of the user’s identity information and the filtering of applications to be displayed according to service type.

  • The user views identity and contact information, selects the service type for which they wish to proceed, and lists the applications belonging to them.

Step 6 · Subscriber Information Verification

Application Listing and Result Display Screen

Purpose

It is the display of historical records of finalized applications and the provision of information to the user.

  • This screen enables the display of the statuses of telecommunication applications belonging to the user.
  • Application statuses can be displayed as Approved Cancelled. Through the "View" button, the user can access the details of the relevant application.

Step 7 · Subscriber Information Verification

Application Approval and Cancellation Screen

Purpose

It is to ensure that applications related to telecom subscription, number portability, internet service provider change, and SIM card change are securely approved or cancelled by the user.

  • This screen is used to evaluate applications that have not yet been finalized and are awaiting user approval.
  • For records shown with the status "Pending Approval", the user can approve the application using the Approve button or reject the application using the Cancel button.

Step 8 · Operator Services

Digital Approval

  • The user selects the pending application and views the identity, contact, and service information related to the application.
  • Then the user reviews the subscription and tariff details and views the transaction document.
  • After confirming the accuracy of the information, the user completes the application by using the "Approve" button.

Date of Entry to the Country

  • If the foreign national does not have a verified user profile, the screen for entering the «Date of Entry to the Country» information opens.
  • The user selects the date of entry to the country and continues the application approval process via the "Continue" button.

Dynamic Verification

  • 1- To perform identity verification, the user continues by selecting one of the chip-document reading or face recognition methods.
  • 2- If your phone does not support NFC technology, verification proceeds with «Face Recognition».

Optical Character Recognition (MRZ)

  • 1- The user performs document verification by scanning the MRZ area of their identity document or passport with the camera.
  • 2- If the MRZ cannot be read, the user may try entering the document information manually or continue with «Face Recognition».

  • The user checks the information read from the document, updates it where necessary, and starts the verification process by using the "Verify" button.

Contactless Chip Reading (NFC)

  • The user performs document reading by holding the document near the NFC area of the phone. After reading is completed, the user reviews the displayed identity information and completes the procedure.

Face Recognition

  • If the procedure cannot be performed with Contactless Chip Reading (NFC) or MRZ, the Face Recognition feature is activated. The foreign national is verified by face recognition.

  • After viewing that verification was successful, the user uses the "Done" button to complete the procedure.
