The personal information of the foreigner will be obtained from the GöçNet System through system integration.
Depending on the status of the foreigner, access to identity information may be provided.

Reporting Obligation : Through the “Reporting Obligation Module” in the GöçBil Mobile Application, foreigners subject to reporting can fulfill their reporting duties via the app through facial recognition and location verification, without the need to personally visit Provincial Migration Management Directorates.
Appointment Procedures : Individuals under temporary protection, as well as applicants and holders of international protection status, can submit appointment requests through the GöçBil Mobile Application and track their appointment details via the app.
Travel Permit Procedures : Through this module, foreigners wishing to travel from their registered province to another province can submit their travel permit request to the Directorate General of Migration Management via the GöçBil Mobile Application without the need to visit Provincial Migration Directorates, and track the status of their applications.
Marriage Eligibility Certificate Procedures : Through this module, applications for marriage eligibility certificates submitted by foreigners under temporary or international protection who wish to marry in Türkiye can be received and monitored via the GöçBil Mobile Application.
Identification Card : An Identification Card has been developed for foreigners who do not carry a passport or identity document, allowing law enforcement officers to verify identity through a QR code.
Voluntary Return : Foreigners under temporary protection may submit voluntary return requests through the GöçBil Mobile Application. Additionally, foreigners who are not under temporary protection but wish to return voluntarily may also submit requests through GöçBil.
Residence Procedures : Through the “I Want to See the Result of My Application” option in the GöçBil Mobile Application, foreigners may check the results of their own residence applications or applications submitted on behalf of others.

The GöçBil Mobile Application is developed for devices using Android and iOS operating systems and can be accessed via the Google Play Store and the App Store.
Registration Procedures for GöçBil Mobile Application: 1. Downloading the Application: Download the GöçBil Mobile Application to your phone. 2. Starting Registration: Click the “Register” button on the login screen. 3. Entering Information: On the registration screen, if requested, user information can be automatically transferred to the registration form by scanning the passport. Fill in the remaining required fields completely. 4. Creating a Password and Registration: Set a password and click the “Register” button. Note: To complete verified user procedures, you must visit the Provincial Migration Management Directorate for user verification.
The GöçBil Mobile Application is available in 7 different languages. You may select your preferred language in the application and perform your procedures in your own language.
Through the YİMER Module in the GöçBil Mobile Application, foreigners may access the support and information they need.
Pursuant to the Regulation Amending the Regulation on Consumer Rights in the Electronic Communications Sector, published in Official Gazette No. 33277 dated 11 June 2026, identity verification processes for electronic communications subscription procedures of foreign nationals have been reorganized.
Within this scope, the electronic inquiry infrastructure for verifying the information of foreign nationals during mobile line subscription is provided by our Directorate through the GöçBil application via Contactless Chip Reading (NFC), MRZ, or Facial Recognition verification.

This module within the GöçBil application enables foreign nationals to securely and quickly approve telecommunications transactions such as new subscription agreements, number portability, internet service provider (ISP) changes, or SIM card replacement through digital identity verification methods.
These procedures are carried out pursuant to Article 6/A, added by the regulatory amendment published in the Official Gazette on 11/06/2026. This article allows identity verification procedures to be performed through the mobile application of the Directorate General of Migration Management (GöçBil).
The GöçBil application provides services in seven languages to help foreign nationals complete their procedures more easily: Turkish, English, German, Persian, Arabic, Pashto, and Russian.

The application uses three primary methods to ensure security:
If your device does not support NFC technology, the system will automatically redirect you to the "Facial Recognition" verification screen.
From the "Operator Services" menu, select the application with "Pending Approval" status, review the subscription agreement and tariff details, check the approval box, and press the "Approve" button.
After your mobile operator or internet service provider registers the application, open Operator Services in GöçBil, select Communication and your provider, review the Pending Approval application, approve the subscription agreement, then complete identity verification with NFC, MRZ or face recognition. If digital verification (NFC, facial recognition, etc.) fails or cannot be performed, you must apply to the Kiosk units at Provincial Directorates of Migration Management with your biometric data to complete your procedures.
If you do not yet have a verified user profile, the system will ask you to manually specify your date of entry to the country. A future date cannot be selected on this screen.
Through the "Subscriber Information Verification" screen, you can list your applications as "All", "Approved", or "Cancelled" and access the details of each via the "View" button.
